Russia's federal sector energy management has shown some signs of success, most of which has been confined to one ministry, education. Russian law and a non-governmental organization, CENEf (affiliated with the U.S. Alliance to Save Energy), have promoted the idea of a central federal efficiency agency like the U.S. FEMP, but this has yet to materialize.
